The Department of Court Facilities, Division of Real Property has an immediate need to fill a Real Property Manager position in Franklin County.

Characteristics of the Job: The Real Property Manager will be responsible for budgeting, reporting and lease compliance. Core responsibilities include operational and management.

Example of duties or responsibilities of this classification:
  • Review and interpret complex KCOJ leases, contracts, renewals, permits, and various property rights, industry trends, acquisitions, or other rights of use, including determination of best negotiating positions.
  • Act as liaison between the AOC and local unit of governments and elected officials and staff to advise on policies, procedures, and requirements with issues related to facilities occupied by the KCOJ.
  • Ensure implementation and compliance of facilities and policies and KCOJ administrative procedures.
  • Oversight of day-to-day duties of facilities real property staff which include leasing, court security, warehouse, and real properties coordinators.
  • Conduct regular staff update meetings.
  • Recommendation of corrective actions or repair of KCOJ occupied facilities.
  • Attend meetings at KCOJ occupied facilities to advise or make determinations on issues of maintenance, operation, and space requirement.
  • Provide oversight of facility maintenance staff of the AOC Vandalay location in areas related to day-to-day janitorial and maintenance as well as facility modifications.
  • Oversight implementation and compliance of AOC leasing policies and procedures.
  • Review of facility audits in conjunction with the AOC auditing manager to ensure that proper reimbursement approval is made to each local unit of government.
  • Recommend KCOJ negotiating positions and successfully manage review of proposals and real properties transactions within the established department processes.
  • Ensure KCOJ compliance with contractual obligations, rules and regulations, and grant assurances.
  • Obtaining and supervising third party vendors; evaluating service contract requirements and establishing performance specifications to managing the competitive bid process.
  • Understand and apply real properties principles/practices including KCOJ property management and contract administration.
  • Read, interpret, and understand KCOJ contract documents, policies, ordinances, surveys, construction drawings, grant assurances, etc.
  • Other duties as assigned.
Minimum Requirements
EDUCATION: Bachelors degree in related field


EXPERIENCE, TRAINING, OR SKILLS: 3 years of related experience


Substitute EDUCATION for EXPERIENCE: NONE


Substitute EXPERIENCE for EDUCATION: Associate degree and 5 years of related experience


SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid Kentucky driver's license. Extensive travel may be required.
Working Conditions
Work in office setting. Ability to stand, bend, stoop, climb, and walk for extended periods of time. Must be able to work on weekend or after hours if requested by DCF management.
