Job Description

The Management Analyst 1 will provide financial support and guidance to all programs in the department which includes CDBG & HOME Grants, County Fair, Dog Shelter, Lottery & Economic Development, MCE4H Service District, and Community Services Grants.

GENERAL STATEMENT OF DUTIES
Perform a variety of professional management tasks that have department-wide scope and impact, including program development, preparing and analyzing project budgets, and analyzing contractual and administrative operations.

SUPERVISION RECEIVED
Work under the supervision of a department head or designee.

SUPERVISION EXERCISED
May provide leadership and direction to assigned support staff in relation to special projects or assignments.

Typical Duties - Duties include, but are not limited to the following

Budget


  • Works with department head and program managers to develop department budget; enters budget into budget financial system, completes additional forms related to department budget per instructions from county finance department.
  • Ensures compliance with department budget related to local budget law, county budgeting policies.
  • Compile and review financial reports monthly with program managers to track budget and identify issues.
  • Prepare and submit Journal Entries for the department as needed.
  • Prepares department supplemental budgets during the designated supplemental budget timelines.
  • Acts as the department liaison to the county finance department and serves as the department expert on county financial processes.
Grants
  • Compile reports and work with program managers to prep grant reimbursement requests.
  • Track reimbursement requests and compare against deposits for accuracy. Work with program manager and grantor to resolve any discrepancies.
  • Ensure compliance with grant agreements and procedures.
  • Represent the department along with the program managers on grant and/or entitlement program audits.

Accounts Payable
  • Create standard PO’s for department and back up contracts team to create contract PO’s.
  • Communicates with contracts team regarding spending limits and contract terms.
  • Process invoices, including journal entries.
  • Create A/R invoices as needed
  • Data entry
  • Track status of AP
  • Respond to customer inquiries

Payroll
  • Back-up audit bi-weekly time entry.
  • Back-up for time entry.
  • Perform other duties as assigned.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Bachelor's degree in public or business administration, accounting or a related field; AND
  • Two years of responsible experience which includes independent research, design and methodology, and management analysis; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

STANDARD REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program (evenings and weekends possible).

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of public administration and of the principles of sound organization and management; financial principles and practices in local government, and of budget preparation and administration techniques; organizational processes and design; the principles and practices of statistical analysis and data collection.

Ability to research and analyze issues and procedures; write clear and concise reports; ability to prepare a budget and to evaluate budgetary requests; conduct and evaluate surveys and special studies; prepare recommendations and to communicate effectively in both oral and written form; prepare and deliver oral presentations; establish and maintain positive working relationships with coworkers and the public; lead, direct, and participate in training and evaluating personnel.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
