The Colorado State Board of Land Commissioners is a unique, entrepreneurial agency within Colorado state government. The agency manages a constitutionally created 148 year old, multi-billion dollar endowment of assets for the benefit of Colorado's K-12 school children. The endowment holds more than 3 million acres of land and 4 million acres of minerals that are carefully managed for grazing and agriculture, natural resource extraction, renewable energy, recreation, commercial real estate and other uses. Over the past several years, the revenues generated by these activities have funded the construction or renovation of more than 500 schools around the State. The State Land Board (SLB) is composed of six primary work groups. Asset Management incorporates our District field offices, Resource Extraction, Real Estate and other programs. The Service groups include Transactions and Records Services (TRS), Data Services/GIS, Finance and outreach/external affairs.

The Outreach work unit exists to achieve the State Land Board’s strategic plan goals of supporting all business needs and stakeholder relationships through unified professional communications. The position leads the development and maintenance of a branded, consistent communications program that supports all business functions at the division level. This position represents the agency externally and regularly speaks on behalf of the agency at external functions. Outreach includes responding to all public and media inquiries, communicating with government officials and other stakeholders, creating and managing high quality agency documents and the agency’s website, shepherding the use and development of the customer relationship management (CRM) system, overseeing all internal agency communications, supporting business development activities, interfacing with agency lessees, communicating with beneficiary groups, and increasing lessee and beneficiary awareness of the agency’s mission.

Position Summary:

The SLB Public Information Officer (PIO) is the chief storyteller of the division. The position exists as a senior authority on strategic communications, marketing and brand maintenance, and media/governmental/beneficiary/stakeholder relations for those natural resources and financial concepts that are unique to the work of the State Land Board. These unique responsibilities are a result of the division’s status as an owner of working lands and mineral resources leased to the public for sometimes sensitive and challenging uses. The position is the expert manager of public relations for the division, and must be sensitive to the needs and expectations of the Department of Natural Resources, the Governor’s office, and other influential stakeholders. The position must navigate complex and delicate communication issues and builds proactive communication strategies. The position serves as primary contact with important external stakeholders including the media, city and county officials, state legislators, Governor’s Office, and trust beneficiary groups. It ensures that the DNR/SLB’s history and values are reflected in the agency’s public communications, marketing materials, website and other communications resources.

Minimum Qualifications
:

Experience Only:
Eight (8) years of relevant experience in an occupation related program marketing, communications and public information.

- OR -

Education and Experience:
A combination of related education and/or relevant experience in an occupation
related to the work assigned equal to eight (8) years.

Acceptable degrees include Bachelor’s and/or Master’s degrees in journalism, public relations, communications, business administration and political science. Demonstrable application of professional certifications such as Certified Public Information Officer will also be considered.

Preferred Qualifications:
  • Three (3) years of experience in a government agency’s public information division responding to media inquiries and/or managing media relations
  • Three (3) years of continuous experience supporting the communications needs of the executive suite and/or governing board of an organization
  • Current or former State experience relevant to this position
Conditions of Employment:
  • Must be a Colorado resident at time of employment.
