Job Summary:

This position manages, administers, and monitors the eCMS system and application, internal and external Engineering Consultants Section (ECS) websites and drives, winning statements of qualifications, payment reports, prequalification reports, and resource inboxes. Facilitates utilization of eCMS system applications and internal/external drives with internal and external customers, including the consultant industry. Coordinates with Compliance and Contract Managers to write and revise all ECS contract documents, policies, and procedures to align with federal and state requirements. Participates in evaluation committees, create, track and document standard work processes, exercise discretion, monitor contracts, ensure accurate data entry, and generate and submit reports required by federal and state guidelines.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Management and administration of the eCMS system and application, internal and external Engineering Consultants Section [ECS) websites and drives, and resource inboxes.


  • Coordinates with internal and external staff as required throughout the contract process.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
  • Arizona Management System (AMS)
  • Process Improvement, Kaizens
  • Procurement/purchasing and procedure including Arizona Procurement Portal (APP)
  • Arizona Disadvantaged Business Enterprise (DBE System and plan
  • Google Docs, Google Sheets, and Google Meets
  • Adobe PDF advanced editing features
  • Microsoft Word, Excel, and PowerPoint
  • Understanding of complex systematic inter-relationships between financial and procurement systems, Government Accounting Principles (GAP), and State/Federal requirements. Skill in:
  • Accurate data entry, integration, and analysis
  • Customer service and interpersonal relationships
  • Planning and organization
  • Written and verbal communication
  • Reading/interpreting complex documents
  • Technical writing and compiling reports
  • Google, Adobe, and Microsoft computer applications
  • Contract and contract management experience Ability in:
  • Implement process improvements
  • Multitask to monitor/complete projects at various stages
  • Read/understand Standard Work documents
  • Create/follow process workflow diagrams
  • Communicate with internal and external customers
  • Prioritize assignments to meet deadlines

Selective Preference(s):

  • Experience with administration and management of internal systems applications
  • Experience with the management of Architectural and Engineering contracts

Pre-Employment Requirements:

Valid Arizona driver's license with acceptable 39-month motor vehicle record.
